Job Description

Q ENERGY France, a leader in renewable energy development, is seeking a dedicated Territorial Public Affairs Manager to join our Public Affairs team. With over 25 years of experience, we are committed to expanding renewable energy projects across France.

In this hybrid role, based in Lyon, Bordeaux, or Paris, you will be responsible for cultivating and managing relationships with local elected officials, state representatives, and other key institutional stakeholders. Your primary objective will be to ensure the smooth progression of our renewable energy projects by navigating local political and administrative landscapes.

You will play a crucial role in understanding territorial expectations, contributing to project permitting processes, and enhancing the local acceptance of our initiatives. This position requires a strong understanding of French political and administrative systems and a passion for the energy transition.

Key Responsibilities

  • Ensure relations with local elected officials and representatives of interest (Chambers of Commerce, unions, associations).
  • Develop and maintain working relationships with prefectures and state services (regional and departmental prefectures, SGAR, DREAL, DDT(M), permitting services).
  • Represent Q ENERGY with institutional actors, in line with the positions held by the Public Affairs Department.
  • Identify territorial expectations, points of vigilance, and local levers, in coordination with the Public Affairs Department, Regional Managers, and project teams (Development, Construction, and Asset Management).
  • Contribute to the preparation and execution of sensitive territorial sequences within defined public affairs processes.
  • Support project teams in exchanges with state services and local authorities throughout project instruction.
  • Provide project teams and the Public Affairs Department with field feedback and weak signals.
  • Develop, enhance, and implement Q ENERGY's territorial offering on projects.
  • Ensure the local adaptation of schemes defined at the Public Affairs Department level.
  • Contribute to the coherence between territorial initiatives, national partnerships, and the overall narrative of the department.
  • Participate in the Public Affairs Department's and the company's cross-functional processes (project reviews, coordination meetings, reporting).
  • Share structured information from the field with other Public Affairs Department functions.
  • Contribute to the continuous improvement of public affairs methods and tools.
  • Contribute to training for all employees.
  • Contribute to the company's Health, Safety, and Environment culture.
  • Comply with company quality policy and procedures.

Qualifications

  • Proven experience working with local authorities, state services, and institutional actors.
  • Very good understanding of local political, institutional, and administrative mechanisms.
  • Ability to work in cross-functional and process-driven organizations.
  • Autonomy, political acumen, analytical and coordination skills.
  • Strong interest in energy transition and territorial development issues.
  • Willingness to travel regularly throughout the national territory.
  • The position is to be filled in Paris, Bordeaux, or Lyon.
