Job Description

We are seeking a highly skilled M&E Specialist to provide essential technical leadership within the Katsina state program.

In this pivotal role, you will be responsible for overseeing all M&E activities, ensuring the integrity and timeliness of data collection and reporting. You will play a key part in strengthening facility records and guiding data collection officers, while also providing crucial technical oversight to enhance state-level M&E systems.

Your expertise will be vital in orienting, mentoring, and supervising M&E staff within the State Ministry of Health, Hospital Management Board, and the State Malaria Elimination Program, ensuring a robust and effective M&E framework.

Key Responsibilities

  • Spearhead the roll-out of the Global Fund Malaria M&E plan in line with Global Fund and national reporting requirements.
  • Serve as a key member of the State Project Management Team, contributing to overall project performance.
  • Provide technical input for the development of an integrated State GF Malaria project plan.
  • Lead the implementation of the GF Malaria state M&E plan and reporting formats.
  • Establish and manage a system for information flow from service delivery points to the GF central database.
  • Provide timely M&E technical support to all implementing health facilities.
  • Build the capacity of LGA and State M&E officers, as well as relevant health and community workers, in data management.
  • Manage the implementation of the project M&E data quality assurance system, including quarterly audits.
  • Coordinate regular data quality assessments with facility staff to ensure data completeness, consistency, and validity.
  • Ensure international standards of quality for program/project Monitoring and Enhanced Evaluation.
  • Provide direct technical assistance and capacity building in M&E components of project activities.
  • Support local partners in project monitoring and utilizing data to inform program modifications and designs.
  • Offer technical support in evaluation research, including sampling, analysis, and presentation of data.
  • Participate in project assessments, evaluations, and design teams.
  • Assist in the establishment and strengthening of a state M&E system that informs policy and practice.
  • Support the effective implementation of SMC in Katsina State to achieve reporting targets.
  • Ensure state-of-the-art database management practices at the state level.
  • Analyze M&E data monthly, quarterly, and annually, identifying areas for action.
  • Collaborate with GF Malaria management to document and publish best practices.
  • Perform other assigned tasks by the supervisor.

Qualifications

  • Postgraduate degree in Statistics, Epidemiology, or a related field with a focus on monitoring and evaluation and/or Biostatistics.
  • Minimum of 5 years of hands-on monitoring and evaluation experience with international donors/NGOs.
  • Minimum of 5 years of experience in developing monitoring plans and/or management information systems, with at least 3 years in an African NGO setting.
  • Minimum of 3 years of experience working in Malaria programs in Nigeria is preferred.
  • Familiarity with Global Fund reporting systems is highly desirable.
  • Strong analytical, presentation, and reporting skills.
  • Excellent interpersonal, multicultural, and team-building skills.
  • Strong computer skills, particularly in spreadsheets, databases, and statistical applications (DHIS2, Microsoft Excel, SPSS, Tableau, Microsoft Power BI).
  • Strong problem-solving skills and the ability to anticipate and address issues proactively.
  • Excellent oral and written communication skills, with fluency in English.
  • Excellent organizational skills.
  • Ability to work independently and report to the Technical Director, M&E and State Team Lead.
  • Ability to make decisions within project strategy and policy guidelines and be accountable for them.
  • Access to project information and responsibility for program data generation and management.
  • Overall responsibility for assigned assets within the program.
