Job Description
Première Urgence Internationale (PUI) is seeking a dedicated Base Administrative Manager to oversee and optimize all administrative functions at our Zamfara base. This pivotal role ensures the seamless operation of HR, finance, and general administrative services, strictly adhering to PUI's and donor regulations.
You will be instrumental in managing human resources, including recruitment, payroll, and staff welfare, while also ensuring robust financial and budgetary control. This position requires a proactive approach to implementing and monitoring administrative tools and procedures, fostering a compliant and efficient work environment.
The Base Administrative Manager will also be responsible for the direct supervision and development of the administrative team, setting objectives, and ensuring their successful achievement. Your contribution will be vital in supporting the overall mission objectives and upholding PUI's values in the region.

Required Skills
Key Responsibilities
- Manage the Administrative Department of the Base under the supervision of the Field Coordinator.
- Ensure the proper functioning of administrative services in compliance with PUI and donor procedures.
- Oversee Human Resources Management, including recruitment, payroll, and staff records.
- Implement HR rules, procedures, and tools for national staff.
- Ensure financial, budgetary, accounting, and administrative management of the base.
- Monitor budgets, optimize costs, and ensure adequate financial resources.
- Ensure the setting up and proper use of financial and accounting management tools.
- Ensure efficient flow of information to relevant coordinators and teams.
- Draft or participate in drafting reports on internal operations.
- Supervise and manage the Finance Officer, HR Officer, and Admin Assistant.
- Set objectives for the administrative department and track their realization.
- Contribute to the decision-making process regarding employment contract terminations.
- Ensure the integration of new staff within the administrative department.
- Prepare job profiles of local staff under immediate supervision.
- Support and guide managers in recruiting teams for Logistics and Program departments.
Qualifications
- Proven experience in administrative and HR management, preferably within a humanitarian organization.
- Strong understanding of financial, budgetary, and accounting procedures.
- Knowledge of national labor regulations and HR best practices.
- Experience in managing and developing a team.
- Excellent organizational and multitasking abilities.
- Proficiency in relevant administrative and financial software (e.g., SAGA).
- Ability to work effectively in a challenging and diverse environment.
- Strong communication and reporting skills.
