Job Description

We are seeking a visionary and highly experienced PMO Director to lead a critical Nigerian airport concession transition.

In this executive role, you will be responsible for designing and operationalizing a fit-for-purpose PMO/TPMO framework, specifically tailored to the realities of Nigerian aviation. This includes establishing strong governance, robust reporting systems, and effective performance measurement structures to guide the transition process.

A key aspect of your role will be to lead comprehensive stakeholder and relationship management across various entities, including FAAN, NCAA, the Ministry, concessionaires, unions, local authorities, and passenger groups. Your focus will be on ensuring transparent communication and building trust among all parties involved.

You will identify, assess, and mitigate a wide range of transition risks, including regulatory, operational, workforce, capability, and socio-political challenges, while ensuring the seamless continuation of airport operations during the handover period. Establishing and tracking KPIs, dashboards, and performance mechanisms will be crucial for driving accountability, efficiency, and continuous improvement throughout the transition.

Furthermore, you will focus on building capacity within concessionaire teams, mentoring leadership, embedding international best practices adapted to the Nigerian context, and guiding cultural and organizational change. Your expertise in governance, ERM, compliance, and negotiation within PPP/infrastructure transitions, combined with a deep understanding of aviation regulations and stakeholder dynamics, will be invaluable.

Key Responsibilities

Qualifications

  • Advanced degree in Business Administration, Project Management, Aviation Management, or related field.
  • Professional certifications (PMP, PRINCE2, PMI-PgMR) are preferred.
  • Minimum 20 years of experience in project/program management, with at least 5 years of experience in aviation, infrastructure, or regulated industries.
  • Demonstrated success in leading transitions or large-scale organizational change in Nigeria or similar contexts.
