Job Description

We are seeking a dedicated Payroll Accountant with Arabic language proficiency to manage the comprehensive payroll cycle for our outsourced staff and contractors across various client sites in the UAE.

Your core responsibilities will include ensuring strict adherence to the Wage Protection System (WPS) and managing the complexities of variable pay. This role is critical for maintaining compliance with UAE labor regulations and ensuring timely and accurate salary disbursements.

Key duties involve payroll processing, WPS file preparation and submission, monitoring bank portals for payment issues, calculating monthly payroll components, and maintaining precise employee records. You will also process final settlements, including gratuity and leave encashment.

Furthermore, you will be responsible for verifying timesheets against payroll data, coordinating with clients to resolve discrepancies, and preparing monthly invoices for outsourced manpower services. This includes reconciling payroll costs with client billing and supporting accounts receivable activities.

The role also encompasses managing GPSSA and pension contributions, ensuring all payroll processes align with UAE Labor Law and company policies. You will assist with payroll-related accounting entries, accruals, monthly closing activities, and bank reconciliations.

Key Responsibilities

  • Manage the end-to-end payroll cycle for outsourced employees and contractors deployed at client sites.
  • Prepare, validate, and upload SIF (Salary Information Files) through WPS, ensuring timely salary payments and compliance with MOHRE regulations.
  • Monitor bank portals and resolve salary rejections, payment discrepancies, and WPS-related issues.
  • Calculate monthly payroll, including overtime, shift allowances, commissions, incentives, travel allowances, and other variable pay components.
  • Maintain accurate employee payroll records, bank details, visa information, and salary structures.
  • Process final settlements, including End of Service Benefits (Gratuity), leave encashment, notice pay, and other statutory payments.
  • Review and reconcile client-approved timesheets against payroll data.
  • Ensure accurate payroll calculations based on attendance, overtime, and contractual terms.
  • Coordinate with operations and client representatives to resolve discrepancies.
  • Prepare and issue monthly client invoices for outsourced manpower services.
  • Reconcile payroll costs against client billing to ensure accurate invoicing and revenue recognition.
  • Verify billable hours, overtime, allowances, and other chargeable expenses before invoice submission.
  • Maintain invoicing records and supporting documentation.
  • Follow up on invoice approvals and coordinate with clients regarding billing queries.
  • Support accounts receivable activities by tracking outstanding invoices and assisting with payment collections.
  • Manage GPSSA and pension contributions for UAE and GCC Nationals.
  • Ensure payroll processes comply with UAE Labor Law, MOHRE regulations, and company policies.
  • Assist with payroll-related journal entries, accruals, and monthly closing activities.
  • Support monthly bank reconciliations and payroll account reconciliations.
  • Maintain payroll and invoicing documentation for audit purposes.

Qualifications

  • Bachelor's Degree in Accounting, Finance, or a related field.
  • 2–4 years of UAE accounting experience, including at least 1–2 years in payroll and invoicing within a manpower supply, outsourcing, recruitment, facilities management, cleaning, security services, or staffing company.
  • Strong knowledge of UAE WPS procedures, MOHRE regulations, and UAE Labor Law.
  • Hands-on experience with UAE bank portals such as ADCB, Emirates NBD, Mashreq, or similar.
  • Experience preparing client invoices for manpower outsourcing or staffing services.
  • Advanced Microsoft Excel skills, including Pivot Tables, VLOOKUP/XLOOKUP, and reconciliation functions.
  • Strong attention to detail, analytical skills, and ability to manage high-volume payroll and billing transactions.
  • Arabic language proficiency.
