Job Description
We are seeking a highly motivated and experienced City General Manager to lead our operations in Port Harcourt. As the City Manager, you will be responsible for the overall performance of Shuttlers' business in the region, driving profitability, ensuring operational excellence, and expanding our market presence.
You will play a pivotal role in building a sustainable and compliant operation, representing Shuttlers with regulators and enterprise partners, and championing our commitment to environmentally friendly transportation solutions. Your leadership will be instrumental in shaping the future of mobility in Port Harcourt.

Required Skills
Key Responsibilities
- Own the city's P&L and deliver a gross margin of ≥30% per trip.
- Develop and execute the city's growth roadmap, making data-driven decisions on route launches, closures, and pricing strategies.
- Implement rigorous cost controls and margin discipline across all city operations.
- Oversee the sourcing and onboarding of new vehicle partners to meet demand targets.
- Lead the local execution of Shuttlers' Green Fleet Strategy, sourcing energy-efficient vehicles.
- Implement "Growth Playbooks" to assist partners in professionalizing their operations.
- Drive aggressive growth in Monthly Active Riders (≥8–10% MoM) across both enterprise (B2B) and individual (B2C) segments.
- Build and maintain high-level relationships with key enterprise customers, ensuring a retention rate of ≥90%.
- Champion the rider experience, ensuring CSAT/NPS scores remain within or above HQ benchmarks.
- Ensure "Shuttlers Standard" service delivery with ≥98% On-time Departure and ≥95% Vehicle Uptime.
- Serve as the primary interface with Rivers State regulators and transport unions, ensuring full compliance.
- Enforce strict safety protocols and zero tolerance for partner indiscipline.
- Recruit, coach, and develop a high-performing city leadership team (Ops, Sales, Supply).
- Foster a culture of transparency, accountability, and operational rigor.
Qualifications
- Minimum of 8–10 years of professional experience in Operations Management, General Management, Strategy, or Logistics.
- At least 4 years in a P&L ownership or senior supervisory role, preferably managing multi-disciplinary teams.
- Experience in mobility, tech-logistics, or high-growth startups is strongly preferred.
- Deep understanding of the Port Harcourt market, regulatory landscape (including union dynamics), and transportation dynamics.
- Proficiency in using data to track unit economics, fleet utilization, and partner profitability.
- Excellent negotiation skills for dealing with regulators, unions, and high-value enterprise clients.
- Ability to make real-time, difficult decisions to resolve operational disruptions.
