Job Description

We are seeking a highly qualified Contracts, Legal, Regulatory & Compliance Lead to join our Concession Transition Program Management Office (TPMO). This crucial role will oversee all legal, contractual, and regulatory aspects of the concession transition process, ensuring adherence to laws and best practices.

Your responsibilities will include leading the drafting, review, and management of all contracts, including ancillary agreements and SLAs, while maintaining a comprehensive contract register. You will serve as the primary regulatory contact, coordinating permits, licenses, and filings, and designing a robust compliance framework to track obligations and standards. The role also involves managing risks and disputes, negotiating contract terms, advising on risk allocation, and overseeing external counsel for arbitration or litigation. Furthermore, you will develop and deliver training, templates, and playbooks for stakeholders and ensure governance and audit readiness.

Key Responsibilities

  • Lead drafting, review, and management of contracts, including ancillary contracts, SLAs, and amendments, with version control and contract register maintenance.
  • Act as primary regulatory contact, coordinate permits, licenses, and filings, and design a compliance framework to track regulatory obligations and standards.
  • Negotiate contract terms, advise on risk allocation, and manage disputes, claims, and external counsel for arbitration or litigation.
  • Develop and deliver training, templates, and playbooks for concessionaire and internal teams, and advise on stakeholder communications strategy.
  • Ensure procurement compliance, support change control governance, maintain legal files, and ensure audit readiness.

Qualifications

  • Bachelor of Laws (LL.B) and called to the Nigerian Bar; Master of Laws (LL.M) or MBA desirable.
  • Minimum 12-15 years post-qualification experience with at least 4-6 years in PPPs, concessions, infrastructure or aviation projects; demonstrable experience in Nigeria or comparable jurisdictions.
  • Direct experience with airport/aviation transactions, or major infrastructure concessions preferred.
  • Certifications (desirable): Project Management Professional (PMP) or equivalent; training in PPPs, procurement law, or compliance (e.g., ISO 37001 awareness).
  • Proven track record working with regulators and government agencies; willingness to travel regionally; strong IT literacy (contract management systems, MS Office).
  • Fluent English; knowledge of local languages is an advantage for stakeholder engagement.
