Job Description
We are seeking a highly experienced Procurement & Supply Chain Lead to join our Concession Transition Program Management Office (TPMO). This role is critical for designing and implementing effective procurement strategies and managing the supply chain operations essential for the successful transition of airport concessions.
Your responsibilities will include developing and executing a procurement strategy aligned with the TPMO's roadmap and PPP requirements, creating policies, SOPs, and templates tailored to Nigerian norms and private-sector efficiency. You will lead competitive sourcing, tendering, bid evaluation, and award processes, ensuring transparency and proper contract management. Furthermore, you will create and manage transition supply-chain plans, coordinate logistics for asset transfer, warehousing, customs clearance, and ensure compliance with local content requirements.

Key Responsibilities
- Design and implement a procurement strategy aligned with TPMO's roadmap and PPP requirements, developing policies, SOPs, and templates reflecting Nigerian norms and private-sector efficiency.
- Lead competitive sourcing, tendering, bid evaluation, and award processes with transparent documentation, and manage procurement clauses in contracts to protect public interest.
- Create and manage transition supply-chain plans, coordinate logistics for asset transfer, warehousing, customs clearance, and local content requirements.
- Assess concessionaire's procurement capability, design capacity-building interventions, and establish procurement performance KPIs for reporting and governance.
- Identify procurement risks, implement mitigation measures, ensure compliance with laws and anti-corruption controls, and maintain procurement dashboards and audit trails.
Qualifications
- Bachelor's degree in Procurement, Supply Chain Management, Engineering, Business Administration, Law, or related field; master's degree or professional post graduate qualification preferred.
- Recognized procurement or supply-chain certification (e.g., CIPS, CPSP, NECA training, or equivalent). PPP/concession training or certification is an advantage.
- Minimum 12-15 years of progressive procurement and supply-chain experience, with at least 5-8 years in infrastructure, aviation, or large PPP/concession projects.
- Demonstrable experience working within Nigerian regulatory and procurement environments and managing multi-stakeholder public projects.
- Desirable: Experience working with international financiers, donor procurement rules, or IFC/World Bank procurement frameworks. Prior exposure to airport operations, ground-handling procurement, or aviation equipment sourcing.
- Willingness to travel regionally; strong IT literacy (contract management systems, MS Office).
