Key Responsibilities

• Directly manage the BSD Project Manager team, setting performance expectations, conducting 1:1s, delivering performance reviews, and supporting professional development.
• Assign and balance project workload across the PM team based on complexity, capacity, and growth objectives.
• Coach PMs on methodology, stakeholder management, scope control, and delivery discipline.
• Onboard new Project Managers into the BSD delivery model.
• Act as the first escalation point for PM-level issues, unblocking delivery problems and mediating stakeholder conflicts.
• Own and enforce the end-to-end PMO governance model, including stage gates, minimum project artifacts, and approval workflows.
• Run delivery assurance reviews and drive corrective actions for projects deviating from standards.
• Ensure consistent application of governance across all project archetypes.
• Chair the Change Control Board, managing intake, impact assessment, approval, and communication.
• Maintain and continuously optimize the BSD PMO framework, including project lifecycle, standards, templates, and playbooks.
• Identify and eliminate systemic delivery breakdowns.
• Operate with a Center of Excellence mindset, codifying lessons learned and best practices.
• Maintain PM onboarding documentation and standards.
• Own the portfolio reporting cadence and outputs, including weekly health reviews and monthly performance packs.
• Provide data-backed insights on schedule variance, budget variance, scope volatility, and RAID trends.
• Establish and protect a "single source of truth" for portfolio status.
• Design and maintain the portfolio dashboard with real-time RAG status, milestone tracking, and financial performance.
• Ensure every project has an approved, documented baseline covering scope, schedule, and budget.
• Monitor cost performance and forecast-to-complete across the portfolio, initiating recovery actions.
• Enforce change control discipline for all scope changes.
• Improve estimation hygiene and governance controls.
• Partner with the Projects Financial Controller on invoicing, P&L tracking, and commercial change order processes.
• Standardize RAID governance across the portfolio.
• Surface and manage cross-project dependencies proactively.
• Maintain the portfolio-level risk register and escalate strategic risks.
• Run the post-implementation review (PIR) process on every project closeout.

Qualifications

• Bachelor's degree in Business Administration, Engineering, Information Technology, or equivalent (required)
• PMP, PRINCE2 Practitioner, MSP, or MoP certification, one or more strongly preferred
• Agile certifications such as CSM, PSM, or SAFe are an advantage in hybrid delivery contexts
• 7+ years in PMO leadership, portfolio governance, delivery assurance, or project controls
• Minimum of 3 years in a role with direct line management of Project Managers or delivery professionals
• Proven track record building or significantly improving a PMO framework
• Demonstrated experience governing a portfolio of 8 or more concurrent complex implementations
• Strong background in portfolio analytics and performance reporting
• Experience managing cross-functional stakeholders including Product, Engineering, and commercial teams
• Preferred: prior experience in a Centre of Excellence, PMO transformation, methodology office, or operational excellence function
