Job Description
The Green Climate Fund (GCF) is seeking a dedicated Liaison Officer for Nigeria to serve as the primary bridge between the GCF Secretariat and national institutions. This pivotal role will focus on accelerating climate action by enhancing the capacity of the National Designated Authority (NDA) and relevant agencies to develop and implement climate change adaptation and mitigation strategies. You will play a key part in facilitating access to climate finance, supporting programming, and fostering strong stakeholder engagement to drive transformative climate investments across Nigeria.

Required Skills
Key Responsibilities
- Assist the NDA in co-developing Terms of Reference (TOR) for readiness support.
- Facilitate stakeholder engagement with various government bodies, private sector entities, civil society, and development partners.
- Support the completion of Financial Management Capacity Assessments (FMCA) as required.
- Provide guidance and support for adaptive management requests.
- Contribute to midterm reviews of readiness activities and adjust TORs as needed.
- Impart skills and knowledge to the NDA and stakeholders for developing and implementing climate investments.
- Advise on GCF policies, procedures, and instruments for climate investments.
- Assist in developing project ideas, concept notes, and funding proposals.
- Facilitate stakeholder discussions to gather information throughout the project cycle.
- Support the coordination of No Objection Letter processes.
- Maintain communication with accredited entities and report on GCF investment implementation.
- Support the preparation of country portfolio results reporting.
- Assist in organizing events to showcase GCF results.
Qualifications
- University degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a related field.
- Minimum of eight years of experience in public/private sector climate investment and financing initiatives.
- Proven experience in institutional strengthening and capacity-building in developing economies.
- At least five years of experience in developing climate change investment proposals, including monitoring and evaluation.
- Specific experience addressing climate change issues in Nigeria.
- Demonstrated ability to coordinate and engage with multiple stakeholders.
- Excellent written and oral communication skills, with outstanding presentation abilities.
- Familiarity with GCF operational mechanisms and funding modalities is an asset.
- Fluency in English is required; proficiency in Nigerian official languages is highly desirable.
- Ability to work effectively in a multicultural and multidisciplinary environment.
- Strong commitment to ethical standards, integrity, transparency, and accountability.
