Job Description

We are seeking a highly experienced and strategic HR Operations Manager to lead and optimize our human resources operational functions. In this critical role, you will ensure seamless HR service delivery, upholding compliance with Saudi labor laws, company policies, and global best practices.

You will be instrumental in overseeing the entire employee lifecycle, from onboarding to separation, and will drive continuous improvement across all HR administrative processes. This position demands a leader who can effectively manage HR systems, coordinate payroll governance, and navigate government relations platforms to support our overarching business objectives.

Key Responsibilities

  • Lead and manage the overall HR Operations function, ensuring operational excellence across all HR services.
  • Develop, implement, and continuously improve HR operational policies, procedures, and governance frameworks aligned with business objectives.
  • Ensure full compliance with Saudi Labor Law, regulatory requirements, and internal corporate policies.
  • Oversee the complete employee lifecycle, including onboarding, employment changes, transfers, promotions, and separation processes.
  • Direct HR compliance activities, internal audits, and risk mitigation initiatives to ensure operational integrity.
  • Lead workforce administration, employee records management, document control, and HR data governance.
  • Partner with senior leadership to drive organizational effectiveness, workforce planning, and operational improvements.
  • Oversee payroll governance by ensuring accurate HR data, approvals, and coordination with Finance while maintaining compliance with payroll policies.
  • Monitor and optimize HR operational KPIs, service levels (SLAs), and employee experience through data-driven decision-making.
  • Manage HR systems (HRIS), digital transformation initiatives, and process automation projects to improve operational efficiency.
  • Ensure effective administration of government platforms including Qiwa, GOSI, Mudad, Muqeem, and other regulatory systems.
  • Lead, coach, and develop the HR Operations team, fostering a high-performance and customer-focused culture.
  • Manage employee relations matters, disciplinary procedures, grievance cases, and policy interpretation in collaboration with business leaders.
  • Prepare executive-level reports, dashboards, and workforce analytics to support strategic decision-making.
  • Drive continuous improvement initiatives by identifying operational gaps, implementing best practices, and enhancing HR service delivery.
  • Collaborate closely with Talent Acquisition, Payroll, Government Relations, Finance, and other business functions to ensure seamless HR operations across the organization.

Qualifications

  • Bachelor's or Master's Degree in Human Resources, Business Administration, or a related field.
  • 7–10 years of experience in HR Operations.
  • At least 3 years in a supervisory or managerial HR role.
  • Previous experience in construction, engineering, or industrial companies is preferred.
