Job Description

The Health and Reentry Project (HARP) is seeking a dedicated Technical Assistance Associate to play a crucial role in supporting state agencies. Your primary focus will be on the successful implementation of policies designed to enhance healthcare continuity for individuals transitioning from incarceration back into their communities.

In this vital role, you will translate complex federal policies into practical, on-the-ground operational strategies. You will develop essential guidance materials and meticulously track program progress to ensure states effectively implement Medicaid reentry programs. This position offers a unique opportunity to contribute directly to improving health outcomes and fostering successful reintegration.

The Technical Assistance Associate will report directly to the Director of Technical Assistance and will be instrumental in driving HARP's mission forward. Your expertise will be key in building safer, healthier communities by improving access to care for a vulnerable population.

Key Responsibilities

  • Support the planning and implementation of state-level technical assistance projects.
  • Provide one-on-one and cohort technical assistance to state health and correctional agencies on Medicaid policy and correctional health systems, including occasional on-site travel.
  • Analyze key policies and translate guidance into operational strategies for state agencies implementing Medicaid 1115 reentry demonstration waivers.
  • Collaborate with the team to develop guidance, toolkits, and other implementation resources for state health and correctional agencies.
  • Support communication and relationship-building with state agencies, community organizations, and national partners working at the intersection of health and justice.
  • Track and report on state progress, providing actionable insights for program improvement.

Qualifications

  • Bachelor’s degree required.
  • Master’s degree in public health, social work, law, public policy, or criminal justice preferred.
  • 5+ years of experience in Medicaid, criminal justice, behavioral health, or reentry health programs.
  • 2+ years of experience in providing technical assistance to states or agencies.
  • Interest or experience in both Medicaid and correctional systems.
  • Ability to work effectively in a fast-paced, deadline-driven environment.
  • Strong organizational, project management, and communication skills.
  • Passion for improving health outcomes for people returning from incarceration.
  • Excellent written and verbal communication skills.
  • Collaborative, strategic, and solutions-oriented approach.
